A comprehensive 13-point plan, to help repair the harm caused by the state sanctioned destruction of the historic Greenwood district, also known as Black Wall Street, and move the City of Tulsa forward with a new era of unprecedented unity.

Victims’ Compensation Fund
Financial restitution would be provided to the last living survivors who continue to suffer from the impact of the massacre. Compensation would also extend to descendants of victims such as Black physician A.C. Jackson and World War I veteran C.L. Daniel, who were murdered by the mob.
Descendant Business Support Program
The massacre destroyed over 36 square blocks and nearly 200 businesses, stripping Greenwood of its thriving Black Wall Street identity. This program will provide business resources to massacre descendants to restore the community’s legacy and strengthen Tulsa’s economy.
Descendant Scholarship Program
Verified descendants residing in Oklahoma will be eligible for dedicated scholarships to pursue higher education opportunities.
Surviving Entity Grant Program
Twelve churches that survived the massacre will receive grants to help them continue their vital service to the Greenwood community.
Descendant Employment Preference Program
Given the harm the Tulsa Race Massacre had on them, massacre descendants will receive employment preference for City of Tulsa jobs if they meet the necessary qualifications.
Descendant Contracting Preference Program
The City of Tulsa will establish a program granting bidding preferences on city contracts to massacre descendants, similar to veteran preference programs.
Immunity from City Taxes, Fees, Assessments, and Utility Expenses
Survivors and descendants have paid millions in taxes and city expenses, despite Tulsa’s role in the massacre. They will receive exemptions from these payments for a defined period.
Audit of City-Owned Land in Greenwood
The City will audit its landholdings in the Historic Greenwood District to determine if they were unlawfully acquired during or after the massacre.
Return of Land
Following the land audit, any property acquired by the City due to the massacre will be returned to the original families or, if infeasible, compensated at fair market value.
Build Level 1 Trauma Center Hospital
A Level 1 Trauma Center and urgent care facility, named after Dr. A.C. Jackson, will be established in North Tulsa to address significant health disparities and reduced life expectancies in the community.
Official Holiday on June 1
To ensure the history of the massacre is preserved and never repeated, the City will establish June 1 as an official holiday dedicated to remembrance and unity.
Release of Hidden Records
Thousands of massacre-related documents currently withheld by the City will be released to the public to ensure full transparency.
Open Criminal Investigation of Known Murder Victims
As the City exhumed bodies of massacre victims with evidence of burns and bullet wounds, a formal criminal investigation will be launched to bring justice to those murdered during the massacre.
